Site Acquisition Officers (SACO) are the real estate agents of the telecom world. To strictly differentiate: The RF Engineer decides *where* a tower needs to be for good signal. The Telecom Rigger builds the tower. The SACO is the person who actually finds the specific piece of land, convinces the landlord to rent it, and gets the legal permits from the local government to build on it.
